Hope 4 Restoration is founded by Tim Houchen who once was formally homeless. Through his experience living on the streets he has the knowledge of the barriers that chronically homeless individuals must overcome to get back to a place of restoration. The desire is to provide existing resources and services and identify those that are non-existent and find ways to provide those resources to the chronically homeless.  
His approach is from a homeless perspective.

Mission Statement
The mission of Hope 4 Restoration is to address chronic homelessness in our communities by promoting solutions that benefit those experiencing homelessness and the communities that are impacted by homelessness.

Map of the Orange County Civic Center - The homeless have made claim to the territory between the boundaries of Flower St. to the west and Broadway on the east as well as Civic Center Dr. on the north and Santa Ana Blvd. to the south. For nearly three decades homeless people have called this area their home.

Our Core Values

Preservation of human dignity: We believe that all people are entitled to and worthy of respect, kindness, mercy and compassion. Hope 4 Restoration will use these these practices in all practical decision-making regarding the creation of programs and policies with the intentions of ending homelessness in our communities.
Safe, decent, and affordable housing for everyone: We believe that all people deserve a safe and decent place to live at an expense that is affordable in comparison to the income that they are able to contribute, no matter what the amount of income.
Protection of Human Rights and preservation of Civil Rights for people experiencing homelessness: We believe in the protection, defense and preservation of all Human Rights world-wide and the Civil Rights of persons' experiencing homelessness under the provisions of the United States Constitution that guarantees the civil rights and liberties of every American citizen no matter what their race, creed or religious beliefs infer.
There is no "one-size-fits-all" approach to ending homelessness: We believe that each homeless client that we serve should be surveyed on an independent basis in order to most-effectively determine the specific needs of the individual. Case management and a "plan-of-action" should be tailored to custom-fit the needs of our clients with great expectations for success in order to encourage and motivate them. By providing them with resources, services and other support necessary for their complete restoration, we decrease their chances of recidivism and increase the opportunities for them to not become homeless once again in the future.
When necessary resources, services or other support necessary for their success does not exist, it must be created.
